Second, the DoD budget declined significantly. DoD’s mission critical systems became dependent on commercial products using advanced technologies that lacked the reliability requirements of mission critical systems. In addition, DoD stretched the life cycles of many weapon systems, surveillance systems and CI systems. For example, the twenty year old F16 design had been due for retirement around the year 2000 but must now serve until 2020.
